EU handling fee from 1 November: what it adds to every parcel from China
The €2 EU handling fee starts 1 November on top of the €3 duty. Shipping lines start charging it on parcels from 26 October.

It is confirmed. From 1 November 2026, Europe time, the EU's new €2 handling fee applies in all 27 EU countries. It stacks on the €3 customs duty that parcels under €150 have paid since July, so €5 per item, on every ecommerce parcel sent into the EU from outside it.
Shipping lines from China start charging it earlier than that. They will pre-charge the fee on EU parcels from 09:00 on 26 October, Beijing time, because a parcel shipped that week clears EU customs after 1 November. For Commercive clients, every package to an EU country carries €5, billed as $5.60, from 26 October.
This guide covers:
- What changes on 26 October and 1 November
- What the fee costs per parcel, and on a Commercive bill
- When the fee is charged, and why it is not refunded
- Italy and Romania, which add their own fee per parcel
- What to change in your store this week

What changes on 26 October and 1 November
Two charges now sit on every parcel from China to an EU customer:
- The €3 customs duty, live since 1 July 2026. Charged on parcels worth up to €150. It is temporary and runs to July 2028.
- The €2 handling fee, from 1 November 2026. A new fee to pay for customs checking small parcels. It applies to every ecommerce parcel, including parcels over €150, and it has no end date.
Together that is €5 per item for a parcel under €150. Over €150 there is no flat duty, the normal duty rate for each product applies as before, and the €2 fee is added on top.
The date that matters for your bill is earlier. Logistics providers have told us they will pre-charge the fee on parcels coming in from 09:00 on 26 October, Beijing time. A parcel handed to the line that week reaches EU customs after 1 November, so it already pays the new fee.

What it costs per parcel
The EU writes the fee per item. An item is each different product in the parcel, not each unit. Irish Revenue's own example: two identical pens are one item. Dutch Customs gives a bigger one: 2 pairs of trousers, 3 sweaters and 1 pair of shoes is 3 items.
On a Commercive bill it is simpler. From 26 October, every package to an EU country carries €5, billed as $5.60. That is one line on your shipping bill per EU package.
On a typical order it looks like this. The median order our clients shipped to EU countries between 1 July and 12 October was worth about $77, so $5.60 is about 7% of the basket. On a $25 order it is more than a fifth.
When the fee is charged, and when it is not refunded
The European Commission's guidance is clear on timing. The handling fee is owed the moment customs accepts the declaration. After that it does not come back:
- Declaration never accepted: no fee.
- Accepted, released and delivered: fee due. This is the normal case.
- Accepted but not released: fee still due.
- Accepted, then the declaration is withdrawn: fee still due.
- Refused at the door, or sent back later: not refunded. Dutch Customs and Irish Revenue both say so.

So a refused or returned EU parcel now costs you the shipping plus the fee, with nothing back. Of the EU parcels our clients shipped between 1 July and 14 September that reached EU customs, about 1 in 100 later came back to the sender.
One more rule from the same guidance: VAT is due on the handling fee. If you sell through IOSS there is no VAT on it at the border, but if you charge the fee to your customer at checkout, it becomes part of the price you declare VAT on in your IOSS return.
Italy and Romania add a fee per parcel
Two countries charge their own fee on top of the EU's, per parcel, whatever is inside:
- Italy: €2 per parcel from 1 December 2026, on parcels up to €150. It has been postponed three times, most recently by Decree-Law 162 of 17 September, and Italian Customs has confirmed the date.
- Romania: 25 lei per parcel, on parcels up to €150, collected since 1 January 2026. The European Commission has said national handling fees must stop once the EU fee applies. As of 20 October, Romania has not announced an end date, and a bill to scrap the fee is still in Parliament.

What to change this week
- Price it in before 26 October. Every EU order now carries $5.60. On a low basket that is a real share of your margin.
- Add €2 for Italy from 1 December, and 25 lei for Romania while it lasts.
- Look at your cheapest EU products. A $5.60 charge on a $15 order is more than a third of the price. A bundle or a minimum basket might carry it better.
- Keep duties paid at checkout. A customer asked to pay at the door might refuse the parcel, and the fee is already spent.
- Watch refused and returned EU parcels. Each one now costs the shipping and the fee, with nothing back.
- Give every product a SKU, and a barcode where it has one, in Shopify. Both go on the customs declaration from 1 November.

How we handle this at Commercive
Commercive is your all in one sourcing and fulfilment partner. We ship EU orders from China on frontier lines like YunExpress, Yanwen and 4PX.
No fulfilment company can make this fee go away, us included. It applies to every ecommerce parcel into the EU, whoever ships it. The shipping line lodges the customs declaration and pays the duty and the fee. From 26 October we bill it as one line per EU package: €5, or $5.60.
Every parcel we ship shows its live status in our dashboard, so you can see which EU parcels are held or coming back before they cost you twice. Our measured delivery times by line and country are public on our shipping status page, and our earlier guide to the €2 fee and the €3 duty goes through the EU rules in detail.
If you're currently running a brand, just give us the product and your daily order volume. We'll get you a quote within the next 24 hours to hold up against what you're paying today.
How we measured this. Median order value: orders shipped to EU countries from 1 July to 12 October 2026 across our client base. Returns: EU parcels shipped 1 July to 14 September that reached EU customs. Rules quoted from the European Commission's guidance of 5 October 2026, Irish Revenue (29 September 2026) and Dutch Customs; dates from our logistics providers' October 2026 notices.
When does the EU €2 handling fee start?
1 November 2026, Europe time, in all 27 EU countries. Shipping lines from China start pre-charging it on EU parcels from 09:00 on 26 October, Beijing time, because those parcels clear EU customs after 1 November.
How much does the EU handling fee add to a parcel?
The EU fee is €2 per item, on top of the €3 duty per item for parcels under €150, so €5 per item. On a Commercive bill, every package to an EU country carries €5, billed as $5.60, from 26 October.
Is the fee per item or per parcel?
The EU charges per item, meaning each different product in the parcel. Several units of the same product count as one item. Commercive bills it as €5 ($5.60) per EU package.
Is the EU handling fee refunded if the parcel is returned?
No. It is owed once customs accepts the declaration and is not refunded if the parcel is not released, the declaration is withdrawn, or the customer refuses or returns it.
Does Italy charge its own fee as well?
Yes. Italy charges €2 per parcel on parcels up to €150 from 1 December 2026, on top of the EU charges. Romania charges 25 lei per parcel and has not announced an end date.
